GetRandom<T>(array: T[], startIndex?: number, length?: number): T
Returns a Random element from the array.

  The array to select the random entry from.

  An optional start index. Default 0.
- Optionallength: number
  An optional length, the total number of elements (from the startIndex) to choose from. Default array.length.
